Term Limits and Smooth Transitions

One of the largest struggles faced by government agencies, officials, and federal employees is the fallout from new administrations taking office. One potential solution might come from term limits, not just for elected officials, but also for appointees. Aligning appointments to end in sync with those who have appointed them would allow officials to plan their tenure accordingly.
This would prevent the unnecessary internal chaos within agencies in the federal government that characterizes the transition from one administration to another. Not only would this allow for more efficient transitions. It would also allow for the planning of projects and initiatives that would reach completion before the potential change in priorities of a new administration.
This solution might not work in every agency or for every appointment, but it could be implemented in many different agencies. Even if it is not a perfect or perfectly implementable action, it could be a tool in mitigating the damage done when programs and those running those programs are removed mid-action. When we live in such a polarized society, it is all too common to see things change in the federal government agencies in such a way that programs headed by unaligned officials are cut along with those officials, resulting in pain for average Americans.
